Why don't my web custom controls work in a class library and does work in a
web custom control library ?

First of all, it isnt quite nice to post something like that in a topic made
by another user.
Second, there a test newsgroups for that.
Last,
I see 3 different threads from you. all with nearly the same content and
topic.
