How to: Create dataset for development

I'd like to have a data file that I can use, in the development of a web
application, to mimic the results of a stored proc.

I want to be able to....

Run the page and see values in the dropdowns

The page and it's controls should work as expected with the exceoption of
actually retrieving live data or the need to have an SQL Ent. ed. on the
development (laptop)

Is there an easy way to create a data "base" from maybe an XML file(s) that I
can use to develop with.

This would enable me to delegate the more intense form control and template
development coding.

Then as I get the pages back I can do the lesser task of adding the stored procs
to the pages.
