Developing with dial-up connection irritations

I'm in the middle of developing a web app, and every time I attempt to connect to the web server (on the same machine) the connection dialog pops up to connect to my isp. If I choose to work offline nothing works.

I can just place the connection dialog out of the way, but it seems like there should be something somewhere to allow me to work with a local web server and still be offline. I've also found that if I accidently close the connection dialog without selecting an option IE keeps opening up new windows (haven't been able to find what was causing that).

I think this is more of an IE issue. Check internet options under the "Connections" tab, I think you can configure it not to do this.
