NLB with Application center 2000 sp2

i create a new NLB cluster on windows server 2003 with ApplicationCenter2000
sp2, everything seems ok.
but when i want to add a new member to the cluster , i got a worning that "
computer you want to add is a port of another cluster".
anybody can tell me the reason.

Controller:
Cluster IP: 10.0.0.10
Dedicated IP:10.0.0.1

Member:
Dedicated IP 10.0.0.2
