using user controls across web applications

I would like to reuse user controls across multiple web applications. Is
that even possible?

I experimented that by dragging and dropping a user control which is in one
web project to another web project and get the following run time error.
What is the most effective way to share user controls across?

The virtual path '/ApplicantApp/user_YesNo.ascx' maps to another
application, which is not allowed
