Permissions Issue with ASP.NET using CDO for Send Mail Function

I'm trying to use Collaborative Data Objects from ASP.NET to send an
email message in response to user actions. When the app hits the line
that calls the "Send" method of the Message object I get an error that
says my configuration is invalid. This error results from a
permissions issue on the ASPNET account. I know this because if I
grant that account admin rights the message is sent successfully.

Does anyone know what specific permissions the account needs to use
these objects? I'd rather not give ASPNET admin rights in a
production environment.
