Download file programatically?

Does anybody know how to start a download programatically but first check
who is actually downloading the file?

You should use something like Forms Authentication to be sure you know who
is requesting the file download.

You can store your files in a database or a secured directory on your
server. Then you can use Response.WriteFile to output the file
programatically.
