HELP ! intermingling script block and html controls

I have the following code

The problem is that the <%= cultureName %> is not interpreted as a script
and is directly retranscripted in the HTML. (for the HTML control <a>, as
the <img> is pure html it works well)
Why that?
And how can I do set some dynamic value (script) inside a HTML control? Do I
have to do it through the code behind? is there not anyway to keep it in the
aspx (would be better instead of splitting part of the HTML control
declaration in the code behind and part of it in the ASPX
