Error Loading Resources

Hi, I'm working with a Web Application which requires Authentication
from a LDAP.
This is the code wich causes the problem:

....
Assembly assembly = Assembly.GetExecutingAssembly();
ResourceManager RscMgr = new ResourceManager("MyProject.pagecomp",
assembly);
string test = RscMgr.GetString("TestRes");
....

I've the following strange behaviour:
- If I log in to the Application as Administrator --> OK, everything
works
- If I log in as Normal User --> I have this crash: Could not find any
resources appropriate for the specified culture (or the neutral
culture) in the given assembly....

Consider also this, after I logged in for at least one time as
Administrator, it works also for all the others!!!!
Can someone help me? Do I need to Configure something in Windows 2000?
