Web User Controls

I have a form which has 3 web user controls on it. one control contains the
address another, the phone number and the third contains email addresses.
If I refresh the page mutiple times, the phone user control will be set to
Nothing. If you refresh the page again it's fine.

To get around I just programatically reload the page if the phone control is
set to Nothing.

Does anyone know why this would be happening at all?
