shared language resource file across applications

all of our applications have common terms, and currently were creating
multiple resource files (resx), one for each application, , duplicating the
effot to create and maintain the internaliztion text.

how can i create one set of resoucr files ex: content.en-CA.resx and
content.fr-CA.resx; that can be used by all of our applications; so we only
have to update the one set of fiels, and all applications are updated with
the new text?

pls tell me thats possible :)
