Well we have had a situation where the application pool dies for a
website, the the client sees "service unavailable" message, but
ideally we want to change it to a static file so they dont see that
message but a custom one. Does that make more sense?

application
domain dies," as that is not terminology for anything, except to you.
Also,
what do you mean by "give the "503" error"? Where are you seeing this
error?
If you don't know the correct term for something, that's okay, just
give
enough description of it to help us figure out what you're talking
about,
rather than short invented terms.
