webConfig AppSettings file to virtual?

The .NET documentation states that you can point the appSettings section of
your web config file to a file with a relative path. Well that does work
fine but if you place the file within a virtual directory of the web site it
can not find it.

Anyone know why or if it is possible to place in a virtual directory defined
in IIS?

..NET 1.1 win2000
