choosing an IIS server

Hi,

I am trying to decide what tools to use to develop a web app.
Basically, it will be an application where users will need to sign in,
be able to change their passwords, access/edit data from a database,
etc. There will also be 10 or so laptops in the field that will need
to access this website. So basically, we're talking 20 or so people
who will be logging in and using this web app.

Now, from all technical perspectives, I have pretty much decided .NET
is a good way to go (instead of using JSP/servlets, etc). But this
might change depending on the cost of deployment.

WinXP Pro comes with IIS 5.1. This is for business use, not personal.
Can I just install WinXP Pro, and use IIS to host the web app? How
many clients will I be allowed to legally have access the web app
(concurrently or in total)? I'm not very good at reading the fine
print.

If I decide to spend the extra money on Win 2K3 Server, it comes with
IIS 6.0. First question is how is 6.0 different for 5.1? And, Win
2k3 Server allows 5 clients. But what does that mean? 5 concurrent
users accessing my web app? That seems kind of low. I'm not sure I
understand what 5 client limit means.

Any help understanding these legal/cost issues would be much
appreciated. Have a good day!
