any starting points for me?

hi,

this is a huge question i know, but hopefully someone will give me a
few pointers.

I want to make a 'simple' online order form. The user selects
quantities from dropdowns, then submits the form, which creates and
saves a file.

This is the problem i have; I want to be able to easily change the
contents of this form. I was thinking of having an XML based config
file or something like that. I make changes (ie to prices, add new
items etc), and the order form changes.

Can you tell me what sort of .net technology i'd use for this?
