can a local video feed be on a web page?

In a controlled environment where clients have a Logitech 4000 camera on
their PCs, my ASP.NET application has to show the user a live video feed
from his own camera (as if he were looking in a mirror), and then when the
user likes his pose, he will click submit to automatically capture a frame
and send it to the server.

Although it would not be hard to display a local video feed in a local
Windows Forms application, I have not yet found a way to display a local
video feed on a web page from a remote web server.
