Specifiying the location of DLL's in ASP.NET.

I have multiple applications set up under a root directory, such as:

Root
WebApp1
WebApp2
Etc...

My problem is that I all the applications share certain dlls, and as
of now each application contains a version of the dll in the bin
directory.
ie
Root\bin\Util.dll
WebApp1\bin\Util.dll
Webapp2\bin\Util.dll

I am trying to avoid putting these dll's into the GAC, I have tried
using the <probing> tag, but it seems that the search directory must
be based off the application, which does not help me in the scenario
of WebApp1 and WebApp2. Has anyone else tried this and gotten it to
work? Any ideas would be appreciated.
