Ah--found an interesting article--you can extend the blocking behavior of
asp.net on an application specific basis:

I would still think, however, that the default blocking mechanism should
exclude all files that end in .config . . .

I have two files, one named MyDll.dll.config, the other named
MyDll.config. These are, of course, config files. ASP.NET will serve up
MyDll.dll.config without a problem, but blocks, appropriately, MyDll.config.
The files are identical except in name.
Is this a bug??
