asp.net dll access denied

Hi,

Where is the y project on your HDD? IF it is for example
in your profile and it is encrypted the dll will be copied
to the web app's bin directory in an encrypted state. So
teh ASPNET user won't be able to read it. The file is
missing from your temp directory because the framework
cannot read it and copy it into that directory.

(x) is an ASP.NET Web project. The other one (y) is a
class library project. The solution worked fine on a win2kAS + IIS5.0 + Framework 1.0. When I installed 1.1 I got a
configuratin error which stated that "y.dll access denied"while the path was correct

Framework 1.1 and everything is OK on the server. On my
laptop I have the same situation. I removed the framework
reinstalled etc. No luck.
I installed VS2003 with framework 1.1. I rebuild the hole
solution. Access denied. (At the server the "Temporary
ASP.NET Files" directory store both x and y dll, but on mylaptop only x is present. If it has any connection with
the problem. Why is it not int the temp folder?)
What can be the problem?
