Connect Panel Scrolling

Is it possible to connect the scrolling of one panel to
another.
In my case I need to scroll a panel containing a table
vertical and at the same time a panel on the left of this
panel also (It contains explanations for each row of the
table).

The panels are separated to make the table also horizontal
scrollable, but the explanation panel should remain on
screen during this.

Anyone a good idea?
