I *just* had this problem. What I had to do was uninstall IIS and
VS.Net, then remove all Security Groups and local users that were
created to support IIS and Visual Studio .Net.
Then reinstall IIS and VS.Net. It took abotu 2-3 hours to do it all,
but it worked.
Alternatively, I suspect that it's a security issue, but I couldn't
figure it out. If you choose not to reinstall, but you solve it,
pleaes post your solution.
