Creating HTML Email Body using MailTo tag

I'm trying to initiate an email with predetermined Subject and HTML
formatted body that will allow the user to select the recipients from their
own address book.

The problem is that I can't seem to create an HTM formatted body (my HTML
tags show as plain text in the body). This all occurs in response to a user
submitting info to the web app, which, in return, will create an HTML table
containing some details and calculations that need to be forwarded to others
in the organization, but that the user has to select from our Exchange
server (which I don't have rights to).

Can this be done?
