Page not served, type svc

This is the error I'm receiving:

This type of page is not served. Description: The type of page you have requested is not served because it has been explicitly forbidden. The extension '.svc' may be incorrect. Please review the URL below and make sure that it is spelled correctly.

Requested URL: /itst_irc/services/usermanager.svc

I have added the "svc" file to the application configuration. I've tried running this:
C:\Windows\Microsoft.NET\Framework\v3.0\Windows Communication Foundation/ServiceModelReg.exe -i

Please help.

This seems to be an IIS configuration issue and not specifically ASP related. You would do well to post in the IIS forum. Also please state which version of IIS you are using as that will make things easier for those guys.

This has nothing to do with ASP at all. SVC files are related to WCF which wasn't even developed until after ASP was abandoned. Whether a file is served is determined by the server software: IIS. I'm curious why you thought ASP experts would be able to answer this question.

Since we don't have a WCF forum here, the best place for this would be IIS (if you don't get a response, please alert the experts in that forum). If that fails you could also ask in the .NET forum, WCF is related to .NET and you might get some help there. ASP is in no way related to what you are asking.
