This is one of the frustrating things about windows. There are a whole bunch of settings on the computer that could interfere with this (this is one more reason people switch to other operating systems in my opinion).
Here are some things you can try:
1- go into the properties of the folder the db file is in. Make sure i_user has permission to modify that folder.
2- go into the file properties of the database files and do the same.
3- go into the db properties using a db manager and see what permissions and users there are. It is possible that you will need to set up a db user (if the db is MS SQL server this is likely. I don't remember having to go thru this kind of problem when I used access dbs.) and then specify that you are connecting as that user every time you use the db:
- objConn.open "DSN=myDSN;UID=myUserID;PWD=myPassword"

Let me know what works for you. I'm not convinced that it is always the same problem. I've gone through this same kind of thing in the past, and I'm sure others will benefit from what you find.
