popup implementation

Hi, I`m trying to implement a popup window in an asp coded forum!
The popup shows a "shoutbox" and shall appear, whenever a new message is posted and should be closed by click on it.
Shoutbox is already set and in the moment it pops up when opening "default.asp"
db is ACCESS
I am not very familiar with programming......has anyone got an Idea how to do this???
