formatting a excel cell ASP

I have a peculiar problem.

I generate an excel sheet through ASP page, using table to take the formulas. One of my cell contains this :

=IF((+<%=j%>3+<%=j%>4*0.5+<%=j%>5*0.5)=0,0,((+<%=j %>6+<%=j%>7*0.5+<%=j%>8*0.5)-(+<%=j%>3+<%=j%>4*0.5+<%=j%>5*0.5))/(+<%=j%>3+<%=j%>4*0.5+<%=j%>5*0.5))</td>
</tr>

This gives me the value say : 23.5

I want to display this in my excel sheet as 23.5%

How to programatically format a (number format as percentage) cell in excel?

Please help
