I think that's mostly just a business decision. If you use a PPS file, the
number of people who can view it will be more limited (I'd imagine) than if
you used Flash. It's kinda like if he wanted to publish a four page Word
document. He could either just put the .doc out on the Web and people with
Word could see it, or he could convert it to HTML and people with a browser
can see it. Obviously everyone [close enough] has a browser. Not everyone
has Word.

I'm thinking the alternative is to recreate his slide show using Flash.
