Unable to Open Registry (.MDB file Access)

Here's the error but read on before you reply:

DRIVER={Microsoft Access Driver (*.mdb)};
DBQ=d:\inetpub\wwwroot\fleatique\htdocs\..\databas e\fleatique.mdb

[Microsoft][ODBC Microsoft Access Driver]General error Unable to open
registry key 'Temporary (volatile) Jet DSN for process 0xcc4 Thread 0xd60
DBC 0x154bb074 Jet'.

I've seen this come up time and again in the newsgroups and most solutions
regarding permissions are unreasonable since rebooting fixes this EVERY
TIME. Also rebooting as a general solutions is not acceptable since I
cannot afford the down time and/or have someone keep monitoring the server.

Finally, I should note that this occures on web site AAA (random site among
many). When it occurs, all other sites can no longer open their own .MDB
file.

Starting and stopping IIS seems to correct all this ... till it happens
again.

Any suggestions?
