Question on form creation

Anyone know of a good tool to enable regular (non developers) to build
simple forms which when built provide functionality to save the data from
the form to a database and email user(s) with the results.

I'm looking for something flexible enough to allow users to build these
forms without knowing anything about the underlying database being used.

PS: I don't want to use Frontpage.
