Coding to allow an administrator to upload and display documents

I would like a site administrator to be able to upload
documents to be displayed in the body of web pages.

Please advise what choices I have. I would like the
Administrator to be able to use whatever word processor
is available on his or her PC and then convert the
document into a common format (html, txt, rtf?), upload
the file to a database and then display it in the body of
a page. Please advise which route I should take.
Basically, I would like to have formatted text, but the
possibility to add images within the document would be
preferable.

You could use include files, i have attached two files that demonstrate it.
