Converting ANSI string to UTF-8

How can I convert an ANSI string to utf-8 ?

As far as I know both JScript and VBScript work with Unicode strings
thus I am not sure how you would have an ANSI string when scripting ASP.
Can you elaborate where you get that string from and how it is stored?
