Run time error '70' Permission denied

Hi,
My ASP application is calling dlls
I am able to register the dlls properly. While registering the dlls it doesnt give any error. but application is not able to use that dlls. I called same dlls in VB.
Its giving me run time error '70' Permission denied. Normally if dlls do not have permission we get error like
Error Type:
'Server object, ASP 0178 (0x80070005)
The call to Server.CreateObject failed while checking permissions.
Access is denied to this object.'

while registering the dlls if the error is due insufficien permission. But at that time I dont get any such errors. The operating system have fat32 partition.

The transaction log file that application uses for database is full. can such error come bcoz of transaction log file is full. Please help . Matter is urgent
