How to randomly scan for DB updates

I am building an application with ASP that is used for keeping up to
date on pending tasks. I would like to send emails when items have been
stagnant, or are going to expire.

Does anyone know of or have feedback/ideas on creating something
(software, service) to scan the database for items and then shoot off
an email.

Currently it is using Access. At a later point, depending on resources,
maybe something else. Could be a deciding factor.
