MSWC.Tools error in iis 6

moved an ASP application from a Windows 2000 to a Windows 2003 server
I'm using MSWC.Tools to validate the existence of some files
I got the next error

Server object error 'ASP 0177 : 800401f3'
Server.CreateOb ject Failed

I have a global.asa for my website where I use a counter from MSWC.Counters to store the count of sessions. Unfortunately, every time I look at it the numbers could go down, or up radically.
