There are lots of web hosting companies for cheap.

As low as $4 dollars per month. At that rate you normally need to pay a year in advance. That's only $48. I assume that you could scrounge up $48 dollars. Other than that, you'll have to use the free yahoo/google/etc. solutions.

A friend of mine has free hosting on doteasy, but there's no php/mysql or any other type of dynamic scripting tools available. You'd have to use straight HTML. You also have to pay for the domain hosting @ approx. $25 per year, but it does have email and other features. They also have more advanced hosting, but on the cheap side there are cheaper. I'm not endorsing doteasy, it's just a host that I help a friend with their "html only" site. You can of course feed up (X)HTML/CSS/JavaScript. I personally don't use cheap hosting solutions as most of my apps require high throughput and reliability.

Good luck!
