Apache and Window Server 2003

I am trying to setup Apache 2.2.11.0 on a W2003 server. Nothing fancy just a plain setup. I have installed the same version of Apache on two XP machines with no problem as services.

The server loads and will run my plain HTML pages, but when I call for it to execute my .exe files it simply beeps.

I have an exact duplicate installation of my XP every setting in the http.conf file is identical.

Any suggestions as to where I should look. I assume this has something to do with the rights on Window 2003 Server (standard edition), that I have not configured properly. Such as the permission for the machine to write to the local hard drive etc.

Just one final note. I can run the all the apps when logging in from the console.
