I can't change error 401 'Authorization Required' text

Hello,
I have one problem.
I installing oracle 8.1 with apache (Oracle http server powered by apache, windows 2000 professional) and configure them, but i misunderstand why can't change erros 'Authorization Required' text.

1. Creating directory error in c:\oracle\oracle8\apache
2. Creating .htaccess file. Put the text ErrorDocument 401 error\401.html
3. Creating error page 401.html
4. Put files 401.html and .htaccess into error directory
5. Edit file httpd.conf (change AllowOverride None to AllowOverride AuthConfig)
6. restart apache
7. When i connect to my page, request bring password and username, if i have mistaken 3 times, i got standart mistake page: "This server could not verify that you are authorized to access the document requested. Either you supplied the wrong credentials (e.g., bad password), or your browser doesn't understand how to supply the credentials required."

What i do wrong?
