Measuring jitter - through FTP

So I am wondering if I am just going to wind up with a useless control.
My goal is to try to measure jitter without having to put a process in place on the server side. Instead I am trying something fairly simple - an FTP file download.
I can get accurate "bits per second" on every packet. When I graph it it will look like this:

All I am really showing in the chart is the bps during a 2.5 megabyte download.
I find it interesting to see that it varies so much over the length of the download. The x axis shows the number of packets measured while the Y shows the bps.
So my question is: Is this of any use?

Your example is interesting in that it shows how your server and network ramp-up on a single, small sample.

Perhaps a better use would be to measure jitter and throughput on a network link that you are experiencing trouble with. If something is seriously out of line, then you can see about resolving the problem using tools appropriate to the task.

There is nothing wrong with having useful tools in your pocket.
