validation based on 2 tables

Hi hope to be fine every one
i have tow tables tblA which has 2 columns(id,money) and tblB which has column(expense) a money record is related with many record wiht tblA(expense) for example is have 1000$ in money column and bought 2 things a shirt 400$ and coat 600$, the 400$ and 600$ must be recorded in expense 2 records in tblB, if total of shirt and coat is more the 1000$ it must not be allowed to because the total of 400$+600$ must be equal to 1000$ or less than 1000$,
i want to create a form which will have main form with child form for tblB table
if any one can help me with best regards
