DSum multiple criteria for query or report access 2013

i am trying to track time spent in certain areas associated with our Communications site.

I have a table (just one table to keep it simple). Called Main Table. In it i have multiple columns for entry. i want to create a Query or Report (whichever is easiest) that will break down work based on WHO did it (column title is "WHO") and what type of work they did(WHAT colum).So for example for the "WHO" i have several different entries: Tier 1, Tier 2, Tier3, Maintenance, etc. for the what, there can be several entries as well: Operations, Trouobleshooting, Escort, etc. what i am trying to do is create a sum of time spent(column is "Time Spent in Hrs") to show for only Tier1 personnel who did Operations tasks.
i keep seeing threads on sites, but they have so many characters and symbols in them i cant tell what is required or generic, or wildcards, etc. here is what i had tried:

  1. Total:DSum("[Time Spent in Hrs (auto)]","Main Table",[WHO]='Tier1' AND [What]=”Operations")

Your criteria needs to be in quotes as well.
