Joined query - table with incorrect results

I have a query that pulls specific records based on two different fields, a "Grouper #" and a "Center #".
The query pulls the data perfectly.
I have a second query that I reference query 1 in to match data in a large table and report the outcome.
While the second query pulls the correct data (Grouper # and Center #), it also pulls other Groupers with the specified center numbers.
In the second query, I link the Center numbers in both, I tried linking the Groupers in both as well as the Center numbers in both but that actually left data out.
Any suggestions? I'm fairly new to Access and everything I know is self taught or Googled.
The Grouper numbers begin with either an 8 or a 9. I can add a 'Not Like 8*' command but that would seem to be an unnecessary step since my first query pulls accuratly.
