New Row/Column "After Section" property not working

I have a report in Access 2007 and want to add a break between groups. I set the New Row/Column property for th group header to "After Section" and it puts a row only between the first header and its details which is totally wrong. If i set the property to "Before and After Section", it behaves as expected putting a space between groups, but the first group is a third of the way down the 1st page which is unacceptable. Has anyone seen this problem before or know how to fix it?

I don't think you understand what this property does, refer to the examples in the following:
Section.NewRowOrCol Property (Access)

You might should consider the group/section footer.
This can be finicky to get just right; however, I've done this once or twice. :)
