PageBreak tool is grayed out

Using Access 2007. I've got a simple report,nothing special. Fighting with page break issues. The groups ForceNewPage setting is not giving what I want. I set it to "After" and page 1 has nothing but page headings. Why is that?

So I thought I'd set it to 'none' and add my own page break control but that tool is grayed out. It's the only one like that. Any ideas why?

That is bizarre. I've tried everything I can to duplicate your problem and I can't.

Concerning the grouping, those can be tricky if your stuff doesn't all fit on one page (even if it should). I get strange results from time to time, and I just have to play around with the height/CanGrow Properties to get things to fit right.
