Recordset not updateable under windows 7

I recently upgraded our computers to Win 7 from Xp. I have an access 2007 db that myself and another user use daily. There has never been a record locking problem until I upgraded the os. If I have the db open, the other user gets a message that says file is locked. If I have it closed, the other user gets a message that says "record set is not update able". This is s simple form displaying one table, one record at a time.

Does the other user have modify permissions on the containing folder?
