Function is not available.

Does anybody have any idea why I keep getting the error Function is not available in expressions) on one of my users computer. The program works on everybody elses computer but not on this one. I can uninstall the program and then re-install it. When I do this it works but after a short period of time the Function is not available returns. the function is the Format function. I've had the user un-install the program re-install it. I have had them do a update after installation and they get the function is not available again. The program has the access runtime loaded during installation. I'm wondering if the .dll is getting overwritten some way. I don't know which reference is used for the function Format. I'm also wondering if maybe I attach this .dll or reference to the installation that maybe this would help.
The user does have Office 10 loaded on his computer and the program is using Access 2007. I don't know if this makes a difference or not. The program does run under the runtime, as I have checked which program is starting my program.
Right now any ideas will be greatly appreciated. I know this is probably very confusing and I understand that as this is very confusing to me as well.

It does sound like a library issue.
