Combining several tables within MS Access 2007

I have two tables that have, for the most part, different columns. One is a Property Book table that has columns including an auto ID, Serial, NOMIN, Tech ID and Sublin. The other is a Technology Table, including an auto ID, Serial and description amongst others. The Tech ID field in the Property Book Table has the corresponding auto ID from the Technology Table, but not all items from the Property Book Table have a Tech ID. I would like merge the two tables together and join the records that have the same serial, or tech ID (if a serial number is missing). Can anyone help me?

What is the complete field structure for each table? I don't see mention of a TechID in the Technology table.
