Filling lines in a report

Found this article http://bytes.com/topic/access/answer...-lines-reports and wanted to know if the same could be accomplished using an image instead of line or rectangle. The number of records per report or page would not be between 2 and 8, but the lines need to fill out to 16 so an entire page is printed to look like the following form:

I use images (from screenshots) of the header and footer portion of the page with textboxes overlaying it to fill in the data.

I don't normally click links but I made an exception in this case since it's a military site. I don't see any pictures in the form so I'm not sure why you would want to use images.

I took a screenshot of that .pdf form and sliced it apart into 3 pieces to use as the report background. The issue, if you look at the form is that there are 16 blank lines for adding items. My database only has between 2 and 4 records per individual so will only put up to 4 lines in the detail area of the report. I want to add blank lines to fill out the page so that there are 16 total, 4 filled with data and 12 blank.

It's a pretty simple form, why not just replicate the design?
