Vertical scroll bars seem to not show on memo fields

I've been hit with another minor but potentially annoying point which is a missing vertical scroll bar on my memo field (description box).

They used to show when I first created the memo field however, since then, the description box on each form has lost their scroll bar.

I have Scroll Bars in the format tab set to vertical but it is not showing even when I click inside the box. The default view of the form is set to single form.

I've attahced an example screenshot of my form inside a word document to show you what I mean by my memo field (Description)

I found out the problem, I set the margins of the text box to 0.1cm so that the text was not touching the edge and looking messy and that causes the scroll bars to disappear.

Very annoying problem as I would like the text to show clearly. Apparantly the issue is resolved in Access 2007 as I am using Access 2003.
