MS Access 2003 - Can't View Database Window

All of a sudden when I open any Access database, I can't view the database
window. This includes databases where I have hidden the database window on
startup, and those that I haven't.

F11 will enable you to see the Database Window if it's hidden.

If you see scroll bars in your application window though, there's a good chance that it's simply not within the visible portion of the application window.

I have tried the F11. It did not work. Is there any security setting or Virus you know about?

What happened when you checked for scroll bars?
