Click the Office button in the top left corner, then in the bottom right corner of the drop down menu should be an "Access Options" button. Click this to bring up the properties. Select the Current Database tab, scroll down to Ribbon and Toolbar Options and untick Allow Full Menus and Allow Default Shortcut Menus.

You might also want to consider hiding the Document Tabs and disabling the Access Special Keys (in the Application Options area of Current Database).

Hope that helps.

Are you aware that the database must be closed and reopened for the changes to take effect?

The home menu will not be completely disabled, however it will have 90% of the options removed, so the only option left is to close the application.

If you right click on the home tool bar and minimize it you will only see the word home

It appears as if you wish to create a Custom Ribbon with no Groups. If this is so, then:
  1. Open the System USysRibbons Table.
  2. In the [RibbonName] Field enter rbnSimplest.
  3. In The RibbonXML Field enter:
    Expand|Select|Wrap|Line Numbers
    1. <customUI xmlns="http://schemas.microsoft.com/office/2006/01/customui">
    2.   <ribbon startFromScratch="true">
    3.   </ribbon>
    4. </customUI>
    5.
  4. If you wish, enter a Description for this Ribbon in the Description Field.
  5. Close and Save the Table USysRibbons.
  6. Click on the Microsoft Office Button ==> Current Database ==> Ribbon and Toolbar Options ==> Set Ribbon Name to rbnSimplest.
  7. Save the change, exit the Database, then reopen.
  8. You should now have the simplest Ribbon of all consisting of no Groups.
